SINGAPORE NEW IMPORT AND QUARANTINE REQUIREMENTS

Starting on 1 January 2010

AVA is responsible for safeguarding animal as well as public health in Singapore from the introduction of animal diseases. One very important animal disease is rabies. Rabies is a fatal disease in both animals and humans. Hence, AVA treats the prevention of rabies incursion into Singapore very seriously. The requirement to quarantine imported dogs and cats is part of our risk management approach for this disease. This risk management approach has kept Singapore free from rabies since 1953.

At the same time, we regularly review our risk management measures to keep in line with developments in science and technology. We are pleased to inform that AVA will be implementing a new set of import and quarantine requirements as part of our risk management approach to the importation of dogs and cats into Singapore. AVA has forwarded a notification on the new import and quarantine requirements to the World Trade Organisation (WTO) for comments by exporting countries, in accordance with our WTO obligation. The new import requirements involve re-categorising countries according to the rabies risk posed by different countries.

A list of categories and countries/places are as follows:

CATEGORY A
Australia, New Zealand, Republic of Ireland, United Kingdom

CATEGORY B
Hong Kong, Italy, Japan, Norway, Portugal, Sweden, Switzerland, Taiwan, USA (Guam and Hawaii only)

CATEGORY C
Belgium, Canada, Netherlands, Spain, United States of America (except Guam and Hawaii)

CATEGORY D
All countries other than those listed in Categories A, B or C

Pets: dogs or cats from Indonesia includes in Category D with the following conditions:

  1. Import License required prior Import to Singapore.
  2. Dog or cats have stayed at the country of export at least 6 months continuously.
  3. Dog or cat must have microchip, with the identification shown on the Health Certificate and Vaccination record.
  4. Rabies vaccination must be done at least 6 month prior export, blood titer test must be equal or greater than 0.5IU/ml taken at least 1 month after the rabies vaccination. It doesn't say about the Laboratories for the Blood titer test.

PETS TO SOUTH KOREA

Pets fly to South Korea must be as manifest Cargo.

Korean customs announced the new regulation for pets due to Pneumonia plague. Restriction for bringing pets as a carry on or excess baggage, will not accept any pets as carry on / excess baggage, starting this law effects from 11 Aug 2009.

All overseas travelers bringing pets to Korea must ship pets as manifested cargo only. Entry requirement is just same as before. (Gina-IPATA)

Below the list is requirements for dogs and cats entering South Korea from non-rabies-free countries:
  1. Health Certificate
  2. Rabies Certificate
  3. No microchip nor Import Permit required
The animal must be vaccinated between 30 days and 1 year prior to the arrival date, there is no quarantine required for the pet. If the animal is entering Korea within 30 days after the vaccination date, the pet must be kept in the government quarantine station until they fill up the 30 days.

Puppies and kittens under 90 days old, or dogs and cats from rabies-free country (listed below) do not need rabies vaccination.

Japan, Taiwan, Ireland, Cyprus, Australia, New Zealand, Fiji, Singapore, Portugal, Island, Jamaica, Guam, Hawaii, UK etc.

Health documents must be issued within 10 days prior to the departure.

Pets to Pekanbaru (Updated)

Please note the revision of the Regulation as follows:

Government has reviewed the last regulation from the Local Government about Restriction for Dogs, cats, monkey etc as Rabies carrier to enter Riau Area (Sumatera) and islands, so from now Pets Shipment into Pekanbaru has been open again as normal.

On the other hands, Pets to the islands like Batam, Bintan etc still prohibited.

Air France New Regulation on carrying Pets

**** AVI ON AIR FRANCE ** NEW REGULATION ****

All Animals - EXCEPT DOGS/CATS/FERRETS OF PRIVATE OWNERS - from Non European Countries entering EU or in Transit at CDG, must be controlled by Vet Authority at CDG Animal Station.

We inform you that from May 18th 2009, Animal Station will be allowed to accept only following species:
  • - EQUIDS ....horses, donkeys etc..
  • - PRIMATES ...monkeys
  • - NON DANGEROUS REPTILES .. snakes, cameleons, turtles etc..
  • - NON DANGEROUS AMPHIBIANS .. frogs etc..
  • - NON DANGEROUS ORNEMENTAL AQUATIC ANIMALS .. tropical fish etc.
  • - NON DANGEROUS INVERTEBRATES .. worms,lugworms etc..
A pre-alert telex must be sent to Animal Station - CDGVTXH - at least 72 hours before shipment arrival.

Consequently Air France puts an Embargo on all others species such as
  • MAMMALS ... mice, rabbits, sea lions, cattle, llama, commercial shipments of dogs/cats/ferrets etc...
  • BIRDS .. parrots, one day old chicks, duckling etc...
  • ETC.... coming from outside EU countries .
This embargo doesn't concern AVI leaving from European Union or/and travelling inside EU.

About Dogs/Cats/Ferrets of private owners limited to 5 specimen:

  1. - COMING FROM OUTSIDE EU TO CDG ... ACCEPTED because control is done by customs .
  2. - COMING FROM OUTSIDE EU TO FRANCE OR EU COUNTRY ... ACCEPTED if and only if connection flight is the same day than arrival day at CDG
  3. - COMING FROM OUTSIDE EU TO OUTSIDE EU COUNTRY .... FORBIDDEN Remidner/No possibility of AVI accomodation in G1XL or Gare2

Pet Importation into Indonesia Up date- Pekanbaru and Batam island

No Pets to Pekanbaru and Batam island at the moment

Local Government Province Authority of Riau including Batam island has announced a new regulation for no rabies carrier animals including dog and cat to enter that area since May 1, 2009. That means from any origin countries or area (neither from Rabies Free country or area).

The reason that we heard so far Local Government need to take a preventive action to avoid rabies into that area.

We still checking of the new regulations that may affect to the peoples moving that area such as Pekanbaru and Batam island may not be able to bring their pets. For exit from this area still is no changed, and still can be done.

Pets Importation to Indonesia (Re-posted)

In General pets importation into Indonesia is still possible.

Recently we have lots of questions regarding the regulation of bringing or moving family pets into Indonesia.
It will depend on where are you from and where is your end destination within area of Indonesia.

Where is your end destination?
It is important to know, because some places in Indonesia is in category rabies free area/island and some in category Non Rabies Free area. From Non Rabies Free Country pets are not allowed to go to Rabies Free Area.

Which country is your pet/s from?
There are countries on the list of Rabies Free according to OIE, this status list updated from time to time. Normally the country should be no reported of rabies cases within two years to become eligible as rabies free. One country may be changed the status in case found rabies case.
Pets from Non Rabies Free country cannot be imported into Rabies Free Area or Island within Indonesia.

All pets must get an Import Permit from the Ministry of Agriculture Republic of Indonesia prior departure from the origin Country. The import permit will not be issued for pets from Non Rabies Free Country into Rabies Free area/island.

Pets transit at Jakarta Airport for destination at Non Rabies Free area still permitted, pets will remain at the quarantine area at the Airport until next flight connection. In case not connected to the Airplane then pets must stay for 14 days at Quarantine Station prior deliver to Non Rabies Free area.

Rabies Free area (this list is reviewed and evaluated by Government of Indonesia from time to time) : Jakarta area, Central Java (Semarang), East Java (Surabaya), Batam, Bali Island (Denpasar), Lombok (Mataram), Nusa Tenggara Islands, Maluku, Papua, others small islands.

Among others Non Rabies Free area (with Big Cities or Airport) such as whole Sumatra island (Medan, Pekanbaru, Palembang, Padang, Lampung), Kalimantan (Balikpapan, Banjarmasin, Samarinda, Pontianak), Sulawesi (Menado, Makasar/Unjungpandang), West Java (Bandung) and Banten (Tangerang, Serang).

Exception for Diplomatic Passport Holder pets and dogs with Government special purpose/license from Non Rabies Free country to Jakarta. This exception is given for pets from Non Rabies Free Country into Jakarta only with supporting letter from the Embassy or Consulate of the country origin.

Animal Quarantine at Soekarno-Hatta Jakarta Airport.
All pets arrive at Jakarta Airport must go into quarantine for maximum 14 day, including pets from Rabies Free Countries (such as Australia, England, Japan) and pets of Diplomatic passport holder.

Exceptional for pets in transit in Jakarta Airport only for destination to other Airport. All documents must be prepared to support this move and transit. Pets in transit at Jakarta Airport must stay at the quarantine in case of overnight to get connection the following day.
Jakarta Airport is one of the First Port Entry into Indonesia, so the importation process will be done at Jakarta Airport on arrival. Forwarding trip to the other Airport will be considered as domestic movement.

The Quarantine station located at the area of "Soekarno-Hatta" (Cengkareng-CGK) Airport, near lake on the left hand side after the entrance gate (from the direction from Jakarta Toll Road).

General requirements for importation documents: copy of owner passport, and copy of the valid rabies vaccination certificate/record also health certificate from the country of origin must be submitted to obtain an import permit from the Department of Agriculture with the recommendation letter given from destination region authority.

SWINE FLU OUT BREAK

Dogs and Cats still can fly.

As we knew this time World Health Organization (WHO) alerts everybody of the outbreak Swine Flu. It started from Mexico, then US, Canada and other countries just reported found infected peoples and deaths too.

Pigs are directly related animals that have been embargo to move between countries, especially Airlines has canceled to carry pigs as manifest cargo.

So far there is no report that neither Airlines or Country that embargo pets such as dogs and cats. As has been reported recently it found no related between Swine Flu with dogs or cats even as virus carriers, there is flu in dog and cat but difference with Swine Flu.

It might concern for the peoples who move to or from Latin America, there are some Airlines have canceled the flight until further notice to Mexico due to travel warning for peoples.

Certain Airlines still continue in service to or from Mexico, like Continental, Delta etc until further notice.

We will up date from time to time if there is a changing in regulations.

Costa Rica need an import permit for pets

Animals to shipped as Cargo to Costa Rica need an Import Permit.

Animals including pets (dog and cat) travel to Costa Rica as cargo will need an Import Permit issued by Costa Rican Government at least 72 hours prior departure. For Cargo it has to be cleared at San Jose Airport (SJO) only, where is customs facilities in there.

Import permit must be pre-requested 4 working days prior departure and would not be issued until arrival of the shipment. It will need to submit copy of the Health certificate and the Air Waybill (AWB) number.

Pets arrival without pre-request of Import permit will be held at the customs warehouse, It won't be released until the permit issued, it would take 24-48 hours.

Pets arriving as excess baggage (with a passenger on board) do NOT need an import permit. On excess baggage pets or in-cabin pets can fly into Liberia (LIR), there is no customs facilities in there.

Pet Only Airlines Taking Off



Pet only Airlines plans to serve within US for 5 major cities New York, Washington DC, Miami, Denver, Chicago and Los Angles. Using pets only plane the pets will not be in cargo anymore but in the passenger cabin.

It will operate in July 14, 2009, when the peoples are going for holidays. It's one point that now peoples in US are easily plan their holidays with pets, while in the previous years they hav difficulty in getting their cats or dogs on the plane due to the restrictions in every Summer Holiday made by domestic Airlines, either must be small enough to be put under the cabin seat or must go as manifest cargo.

Some peoples reluctant to bring their pets as cargo because they said the pets are not a luggage, now they are happy to find such pets only plane operated. This experience that has caused the founders of Pet Airways decided to run this business.


With a promotion fare of $149 for each fly seems affordable by most pets owners.
Pets owner can drop their pet 2 hours before departure and can use online tracking.

Beware of Scam!!! When Buying Pets Online

Scams is an internet news or offers (as websites or spam emails) that cheat buyers to buy something offered with attractive price, to be paid in advanced for home delivery and the order will never be delivered. Scams is criminal.

So beware of the offers on the internet for puppies or kittens from a company that claim work with IPATA (pet shipper company) to deliver the puppies or kittens you are interested in, but at the end you will never received the pets you want it.
As IPATA member we have been noticed such operation would use any pet shipper company name or IPATA name to convince client for safe delivery of puppies or kittens or other pet supplies.

You must asked for the name and contact of the companies involved before you wire the payment, to check further.

For pets to or from Indonesia please check with us prior settlement your purchase of puppy or kitten. Our company (Groovy Pet Transport) have no agreement on the shipment with any of pets suppliers or breeders, our offer calculated on case by case based.

One that we suspected as scams as on this link, (this link has been removed), and some other links have similar type of scams and you have to be careful such as:
